Phil SchenkPhil Schenk, Partnership Director

Phil has held many roles in the health and policy world of West Virginia. He previously held the position of CEO of First Choice Health Systems, a network of behavioral health agencies. From there, he moved to the Bureau for Public Health as the Director of the Division of Primary Care. He has since been the Executive Director of the Primary Care Association, the state Network Administrator for Universal American's Medicare Advantage plan, and the Health Policy Analyst for the Health and Human Resources Committee of the House of Delegates. Phil is married to Devney Friel-Schenk. They live in the Elkview area and also operate a dog wash business in Putnam County.

Lisa Scarberry, Associate Director

Lisa joined WVPEL after working with community health centers for over ten years, first with the DHHR and then with a community health association. Prior to that experience, she worked for a local publishing company, moving from sales to customer service management to marketing. Her duties for WVPEL include project management, as well as web design and other forms of social media. As a certified virtual event planner, Lisa facilitates web-based meetings and events that allow WVPEL members beter access to each other to share ideas and to further WVPEL work throughout the state. Lisa and her husband Tracy reside in South Charleston.
